The memorial is located on the seafront, set back from the road close to the junction of Sea Grove Avenue. It consists of a large, pointed brown stone placed on a mound. The face of the brown stone shows the badge of the combined services involved, the Royal Navy, the Royal Air Force, and the Army. This badge was commonly found on the uniforms of the Commandos.
COPP operations were carried out from the secret location which is now the Hayling Island Sailing Club, to the east of the island. This is located 2.5 miles from the memorial.
At the base of the memorial on a grass bank is a plaque made of Cornish granite with the inscription
